Situated on the ancestral homeland of the Tongva Peoples, Chaffey
College is one of the oldest community colleges in California and

geographic area, Chaffey College is named after local innovator,
George Chaffey, who, among other things, implemented street lights

Under general supervision, plan, manage, and supervise the daily
activities and operations for purchasing, contracting, warehousing,
receiving, distribution, mail services, store inventory, and fixed
assets in a manner to ensure that all ethical and legal
requirements are met while providing economy, efficiency, and
effectiveness. Provide assistance with the interpretation and
application of purchasing policies and procedures. Procure
furniture, fixtures, and equipment, and manage contracting
services. In addition, exercise independent problem-solving and
decision-making within scope of responsibilities.
Responsibilities
Direct, plan, organize, and direct the activities and operations of
Purchasing Services, including purchases and contracts for goods
and services, public works, warehouse, US mail and District mail,
inventory, and asset management.
Provide technical expertise regarding assigned functions; interpret
and assure compliance with applicable laws, codes, regulations, and
restrictions related to procurements and contracting.
Negotiate contract terms and conditions, purchases, and prices with
vendors according to established guidelines; obtain quotes;
maintain professional working relationships with vendors and
contractors.
Supervise and manage the development of bids for college goods and
services, requests for proposals, requests for quotes, and
furniture-fixture-equipment procurements and inventory; perform bid
and cost analyses.
Supervise and manage the development of public works bids, requests
for proposals, requests for qualifications, and other public works
construction procurements; assists in the preparation of bid and
contract documents for public works projects, conducting pre-bid
meetings and bid openings, and in evaluating bids and recommending
award.
Assists with the administration of district-wide policies and
procedures to ensure conflict of interest compliance, prevent
unauthorized receipt of gifts, and to ensure agreements for
independent contract services comply with collective bargaining
agreements and human resources policies and procedures;
Review, process, and approve, as appropriate, requisitions,
specifications, change orders, notices, and other documents, as
needed.
Ensure contracts comply with district insurance requirements.
Establish and maintain vendor/contractor databases and information
files; evaluate and recommend action on vendor performance; monitor
vendors/contractors for compliance with PO, contract, or bid
documents; evaluate delivery response time and quality of goods and
services.
Direct warehouse activities including receiving, delivery of
supplies and equipment, inventory, surplus sales, and District mail
services.
Prepare board agenda items and other documents related to
assignment.
Provide day-to-day leadership on operations, and works with staff
to ensure a high performance, customer service-oriented work
environment that supports achieving district objectives and service
expectations.
Develops and recommends policies and procedures for district's
procurement activities.
Develop and maintain a source of supply for commodities and
services and makes recommendations to buyers and
requisitioners.
Develop, prepare, and maintain detailed and comprehensive reports,
correspondence, records, and files related to district's operations
and activities.
Ensure proper account coding and approvals obtained for all orders;
apply fixed asset rules and regulations to purchases; coordinate
the maintenance of the district's fixed asset inventory system.
Train, supervise, evaluate, and direct the work of personnel as
assigned; plan, coordinate, and arrange for staff training as
appropriate.
Attends and participates in professional group organizations, stays
abreast of new trends and innovations in the field of
purchasing;
Other duties as assigned consistent within scope of assignment.
Qualifications
MINIMUM QUALIFICATIONS
Bachelor's degree from an accredited college or university in
accounting, business administration, finance, legal studies, public
administration, or a related field.
At least three (3) years of increasingly responsible purchasing,
contracting, and business management experience, including at least
two (2) years of experience in an administrative or a supervisory
position.
Knowledge of the California Civil Code, Education Code, Government
Code, Labor Code, Public Contract Code, Title 5 of the Code of
Regulations, and the Department of General Services, Division of
the State Architect.
Demonstrated evidence of sensitivity to and understanding of the
diverse academic, socioeconomic, cultural, disability, gender
identity, sexual orientation, and ethnic backgrounds in a community
college environment.
Knowledge of:Principles and practices of management;
Practices, methods, and procedures of procurement and contracting,
preferably in public education;
State and federal laws and regulations governing procurements and
public works;
Budget preparation, planning, and control;
Oral and written communication skills;
Community college programs and services;
Computerized purchasing and financial systems;
Public institution systems and management.
Ability to:Plan, organize, and administer purchasing, contracts,
warehousing, manager functions;
Communicate effectively both orally and in writing;
Establish collaborative relationships and communication with
faculty, staff, administrators, government officials, vendors,
students, and members of the public;
Work independently with little direction;
Prepare budgets and manage expenditures;
Prepare comprehensive narrative and statistical reports;
Direct and motivate assigned staff;
Select, train, supervise, and evaluate the performance of assigned
staff;
Direct, manage, and evaluate a complex and diverse program of
purchasing, contracting, warehousing, mail, and business
functions;
Interpret laws and regulations related to purchasing and budget
processes and controls;

DESIRABLE QUALIFICATIONS
Master's degree from an accredited college or university in
business administration, finance, public administration, or a
related field.
Experience as an administrator of comparable responsibility to this
position in a public four year California college or university,
community college, or school district.

CONDITIONS OF EMPLOYMENT
This is a full-time, 12-month, management position, Level III,
Range 25 of the Management Salary Schedule with starting salary of
Step A, $11,833/month. Effective date of employment will be as soon
as a successful candidate is selected and a mutually agreed upon
date is determined.
Being able and ready to work in-person with Chaffey students,
Chaffey employees, or other members of the Chaffey
community/Chaffey partners/Chaffey contractors is an essential
function of this job.
